Action Collection Agency ("ACA") was one of the first collection agencies to be licensed by the state of Massachusetts. It was founded in 1967 by finance company executives, John F. "Jack" Lacey and the late Raymond L. Hill. Since then, it had established Massachusetts office locations in Boston, Brockton, New Bedford, Fall River, and West Bridgewater where it provided collection services to the various hospitals, utility and telephone companies and creditors in those areas.Action Collection Agencies, Inc., a Massachusetts sub-chapter S corporation, was formed in 1991 by Jay E. Gonsalves to facilitate the acquisition of the two existing agencies from Jack Lacey, who has remained as the corporation’s Executive Vice President and Chief Financial Officer.Prior to acquiring ACA, Jay was a senior executive at one of the largest, privately-held collection agencies in Boston for eight years. He is a past president of the New England Chapter of the American Collectors Association and current chairman of its legislative committee. He is presently a national director of the American Collectors Association and also serves on its national interstate commerce committee. He holds a Master of Science degree in Business Administration.
