Adams Environmental, Inc. ( AEI ) is a woman-owned business based in San Antonio, Texas with significant experience in natural resources management and environmental permitting. AEI is certified as a Woman Business Enterprise ( WBE ), a Historically Underutilized Business ( HUB ), a Small Business Enterprise ( SBE ), and an Emerging Small Business Enterprise ( ESBE ).

Dr. Kitchen has over 25 years of experience in working with ecological and environmental projects. He has successfully completed NEPA Environmental Assessments, Section 404 permits, Section 401 Certifications, Natural Resources Management Plans, Mitigation Plans, Biological Assessments (as part of formal consultation with the U.S. Fish and Wildlife Service), Wildlife Surveys, Vegetation Mapping, and Stream Studies.

AEI was incorporated in 1996 by Dr. Lynn Kitchen and Susan Kitchen. Over the last 17 years, AEI has been located in San Antonio, Texas, serving various clients around the state.

Dr. Kitchen is very familiar with the NEPA process and is a strong advocate of public involvement. He is experienced on both sides of NEPA issues, having worked with the public in fighting a controversial project and having worked with commercial and governmental entities attempting to permit a controversial project. He has taught NEPA courses at the University of Texas at San Antonio.

Ms. Dosser has experience in stream and wetland delineations using the regional supplement methodology and the recent TxRAM assessment methods. Her proficiency in GIS has enabled her to put together preliminary constraints maps for routing and site analyses as well as to lead large data collection initiatives while organizing data for different resources in GIS database format. She is proficient in Trimble Geo devices and has an understanding of both GPS and manual survey methods that aid with coordination with registered surveyors when necessary. Over the last year, Ms.
