Melinda Rubinstein is a consulting professional with 10 years of experience in analysis, process improvement and change management. She has applied her problem solving and communications skills to non-profits, corporations and complex government organizations across the United States. Since moving to the Bay Area, she has grown her independent consulting business to include a high profile health care client.

AFS specializes in providing mental health services in the foster care environment. Often services take place in the foster home or at a convenient location in the community. The services are coordinated, integrated and customized to best address client needs.

AFS is a vibrant community, a rich tapestry comprised of diverse staff, foster, adoptive, and biological families, volunteers and community partners who have been helping foster children and youth since 1978. We celebrate diversity, equal opportunity and excellence. AFS employs about 170 staff members from more than 12 countries with education ranging from high school graduates to PhDs to provide a wide range of foster, adoption and mental health services in English and Spanish.

Dr. Williams-Washington earned her Masters in Social Work, with an emphasis in Program Operations from San Francisco State University in 1991. In 2012 Dr. Williams-Washington earned her doctorate in Educational Leadership at Sacramento State University. Dr. Williams-Washington joined the AFS team in her current position in 2010. “My motivation for working with this population came from my parents.
