Fred Baird, lead instructor and chief technical consultant, has been in the backflow prevention industry for over 40 years. He developed and enforced San Antonio Water System’s backflow prevention program and has investigated hundreds of cross connections and backflow incidents. Some of the events and committees Fred has been involved with include: the American Water Works Association’s cross connection control manual revision committee, APBA training and education committee and the TCEQ cross connection control work group.

The American Backflow Prevention Association and the American Society of Sanitary Engineering have established state-of-the-art backflow tester course outlines and tester certification programs to address these issues. Those involved in developing the criteria for tester courses and associated exams are from the various fields associated with cross connection control, e.g., enforcement, testers, manufacturers, etc. and are considered experts in the field.

Bac-Flo Unlimited Inc. is a consulting and education firm approved by the Texas Commission on Environmental Quality and the Texas State Board of Plumbing Examiners.
