B.C.D.M. developed from a small group of volunteers at the Cameron Street Jail in 1941, and incorporated as a non-profit organization in 1972, with United Way affiliation. Because Texas law mandates religious services for all prisoners, B.C.D.M. is officially recognized as the umbrella organization to provide inmate services in 3 juvenile and 5 adult detention facilities. B.C.D.M. expanded to include educational, commissary and social services for inmates. B.C.D.M. initiated inmate programs that are now primarily funded by the county: Law Library, Recreation, G.E.D., M.A.T.CH. AND Inmate Creative Arts Program. B.C.D.M. evolved to include Community-Based Services for assisting the detainee's family, and providing help for Post-Incarcerated Transition into free society.
