Reg. Professional Engineer - TX Mr. Capps has over 18 years of civil engineering experience. He has gained a variety of design experience in the industrial and municipal fields as an engineer/supervisor with both the Texas Department of Transportation and the City of Tyler. He has also gained experience in water and wastewater, drainage, urban streets, highway designs, residential & commercial development designs.

Is a consulting civil engineering firm providing superior quality of engineering, surveying and consulting services which meet specific needs within the public and private sectors. We also provide fiber optic network design for new and existing cable routes. Capco has been satisfying clients since 2001 and is accumulating an impressive resume of successful projects, in the East Texas area.

Capco starts by reviewing the project requirements with our client in order to develop a preliminary plan that will meet both short term needs and long term objectives. Schematic drawings are then prepared to illustrate the solution and enable the project to move forward.

Currently, Capco is providing contract administration services to extend the ISD's existing fiber optic network. A master plan is being devised to ensure all fiber extensions to new campuses will be used in the most efficient manner. Capco is bidding out the aerial and underground construction processes for the network and will coordinate the contractors and material suppliers for the fiber extensions.
