Description
History Cardinal Construction Inc., traces its history back to 1895, when John G. Miller, Sr. established a construction company in Waterloo, Iowa. For years, John G. Miller met the construction needs of Northeast Iowa on the principles of hard work, strong ethics, and a cooperative spirit to produce a superior product at a fair price. In the 1950's, the Miller Organization started a subsidiary of the company under the name of Black Hawk Construction Company. This was done in an effort to provide a merit shop construction firm in the surrounding areas of Northeast Iowa, outside of Black Hawk County.
