Ms. Chen has 15 years of experience providing engineering and planning services to the transportation industry, including both public and private sector clients. As a registered traffic engineer, she has been responsible for project management on numerous projects ranging from general plans/master plans/specific plans, mobility plan studies, transportation impact analyses, operational and demand assessments to conceptual engineering.

We provide a fully multi-modal approach, building upon the multi-dimensional experiences of our staff, along with our dedication to serving the full range of client needs. We understand the quality-of-life and health benefits of integrated transportation/land use planning, smart growth and active transportation. Our experience and capabilities in these areas allow us to take on a wide range of transportation projects, bringing strong technical expertise combined with practical experience in a variety of environments and applications.

Dr. Ryan has worked as a practicing transportation planner for over 15 years, and is a professor at San Diego State University in the School of Public Affair's City Planning Program.

Over the past ten plus years, key staff currently with Chen Ryan Associates, have assisted the City of Vista in a variety of traffic engineering assessments. Assignments have included traffic impact analyses of new development proposals, roadway speed studies, parking assessments, roadway operational and circulation studies. Freeway assessments of SR-78 and impacts to the various interchange ramps have often been a focus of the required analyses.
