Governor Quinn Signs Campaign Finance Reform Law Public Act 96-0832 is historic "first step" in reform of Illinois' campaign finance system On December 9, 2009 Governor Quinn signed legislation (Public Act 96-0832 ) that was passed in late October 2009 by the Illinois General Assembly instituting campaign contribution limits for individuals, corporations, unions and PAC's; strengthening disclosure requirements and adopting stronger enforcement provisions. "When Gov. Quinn vetoed a badly flawed limits bill this summer, we stood at his side and pledged to work with him and legislators on a bill that would represent meaningful reform," said George Ranney, a CHANGE Illinois! co-chair and President and CEO of Chicago Metropolis 2020. "This bill is a marked improvement and an historic step forward. Although we're not at the end of the road to reform, we are moving forward.
