Box 1550 Reidsville, Georgia 30453 Phone: 912-557-6687 Fax: 912-557-3708 Concerted Services, Incorporated (CSI) is a private nonprofit Community Action Agency originally established under the Economic Opportunity Act of 1964 to fight American’s War on Poverty. CSI started doing business under the umbrella of Slash Pine Area Planning and Development Commission in 1965 and was incorporated October 7, 1968 as a private non-profit charitable organization. It changed its name July 25, 1984 from Slash Pine Community Action Agency, Incorporated to Concerted Services, Incorporated CSI began operating in 8 southeast Georgia counties and has expanded to 28 (18%) of the 159 Georgia counties. In addition to expanding the service delivery area, the agency’s annual budget has grown from $300,000 in 1965 to approximately $22,254,991 million in 2009 and from 75 employees to over 380. The Executive Board is the governing body of Concerted Services, Incorporated and is responsible for the planning, coordinating, making policies, evaluating and administration of the agency’s business. The Board has the power to receive and administer funds under the Federal, State, or Local assistance programs. The Board delegates the responsibilities of day to day operation of the agency to the Executive Director. Ms. Ophelia Kennedy Gaines is the 8th Executive Director of Concerted Services, Incorporated Ms. Gaines has more than 35 years of non-profit management experience and understands the importance community action plays in local communities and helping individuals obtain self-sufficiency. She holds a Master of Social Work, summa cum Laude, from Savannah State University, and a Bachelor of Arts: Sociology, Magna cum Laude, from Albany State College. She is a past adjunct professor for Georgia Southern University and is currently an adjunct professor in the Masters of Social Work Department of Savannah State University.
