Our History CEI was founded in 1996 by John Patterson, PE, and Steve Bruflat, PE, based on the principles to provide quality construction administration, inspection and engineering services to the Arizona Department of Transportation and public works agencies. Their goal was to provide engineers and inspectors to “Help Build Arizona’s” transportation infrastructure. CEI has grown from a two-person firm to Arizona's largest locally-owned construction management firm. With nearly 100 employees, CEI has expanded its services to include survey, right of way and permitting. Not only have we helped Arizona build its transportation infrastructure but our depth of resources in our staff has allowed us to work on municipal engineering projects, “Helping Arizona Build” its utility infrastructure as well.
