Cosmopolitan Engineering provided comprehensive engineering services for the planning, analysis, design, and construction management for the replacement of a 48-inch diameter culvert. The culvert, in place for over 20 years, presented a fish passage barrier to a natural run of Chum, Coho, and Chinook salmon. The replacement culvert consisted of a 12-foot by 10-foot arch culvert. The replacement culvert included streambed stabilizers to maintain a natural streambed through the culvert.

All wastewater treatment plants are required to conduct mixing zone studies for facility planning and development of NPDES permit limits. Cosmopolitan Engineering staff conducted mixing zone studies for numerous wastewater discharges to rivers and estuaries, including 40 of the 59 municipal WWTP outfalls to Puget Sound, and 39 discharges to area rivers. A common element of outfall analysis and mixing zone studies into marine waters is a Shellfish Closure Zone Analysis.

Cosmopolitan designed a UV disinfection system to replace the existing gaseous chlorination system that presents a safety hazard to the surrounding community and treatment plant staff. The UV system is flow-paced to conserve power. Additional project elements involved designing an expansion and upgrade to the aerobic digester system at the plant to provide 20 years of solids handling capacity and reduce the number of loads of biosolids hauled for disposal by installing a gravity thickener.
