The most notable invoicing related change is the addition of guidance directing TSPs to refund prepayments, for items such as unpacking or item 135B when a shipment converts to members expense in storage. The tariff provides guidance that those charges rather should be invoiced on a local purchase order upon final delivery of that shipment to the entity providing the delivery services.
