In 1983 four great Orange County Democrats, Howard Adler, Dick O'Neill, Bernard Schneider and David Stein founded the Democratic Foundation of Orange County (DFOC). Their vision for the DFOC was that Democrats had to bring at least some parity to fundraising if Democrats were ever to compete in Orange County. The DFOC is a membership driven Political Action Committee (PAC) that develops the financial resources to support local and national candidates and get-out-the-vote efforts. The DFOC membership is comprised of a broad coalition of professional, business, and political leaders who are dedicated to developing the financial resources to support an effective Democratic presence in Orange County. In 2002, the strength of the DFOC membership enabled the Foundation to produce an Orange County Voter Guide that was sent to over 97,000 households and helped Democrats nationally, statewide and locally. Democrats swept the ticket in California and with the support and direction of the DFOC, Democrats also made significant inroads in local Orange County elections. In addition, the DFOC played a vital role in the successful election and re-election of Congresswoman Loretta Sanchez.
