Scott Bellows, Dispute Solutions' founder and primary neutral, is an experienced mediator, arbitrator, and facilitator with over 20 years experience in Alternative Dispute Resolution, public policy, public process, and law. He received his unergraduate and law degrees from the University of California, Davis, is a member of both the Oregon and California (inactive) bars, and has received training in facilitative and transformative mediation, special education, Open Space Technology facilitation, and other related skills from the Willamette University School of Law Center for Dispute Resolution, the University of Washington, the Institute for Conflict Transformation, and other institutions. Scott began his ADR career in 1985, when he helped start, administer, and train a University-based community mediation program. Between 1987 and 2002, he worked as a litigation attorney in Oregon and California, handling a broad range of cases including appeals, aerospace and aircrash defense, government contracts and procurement, construction liens and defects, jobsite injuries, premises liability, insurance coverage, wrongful termination and employment discrimination, and personal injury. In 1996 he served as a special prosecutor for the Multnomah County (OR) District Attorney ’s Office, and in 1999, as part of the Condominium Working Group, he was the primary author of the Oregon statutes regulating the authority of condominium boards of directors to prosecute litigation over construction defects (ORS 100.405(4)(e)). His litigation clients included McDonnell Douglas, Northrop Corporation, Thrifty PayLess, Rite Aid, Lloyd ’s of London, Assicurazioni Generali SpA, International Steel Company, and numerous individuals. As a litigator and trial attorney, he represented parties in several hundred mediations, arbitrations, and settlement conferences, including complex multiparty construction defect mediations involving 50+ parties, 150+ insurance carriers, and lasting up to two months. Since 2002, Scott has worked exclusively as a mediator, arbitrator, and facilitator, helping people resolve a broad range of disputes including special education mediations and 504/IEP plan facilitations; construction defect and payment disputes; employment and workplace disputes, including union and discrimination matters; child custody and parenting time disagreements; public policy conflicts involving transportation, land use, and environmental issues; and church personnel conflicts. His clients have included the U.S. Forest Service, U.S. Postal Service, Oregon Court of Appeals, Oregon Department of Education, Oregon Department of Transportation, and individual attorneys, firms, and parties. He serves on the qualified mediator and arbitrator rosters of the Oregon Attorney General and numerous state, federal and appeals courts and government agencies. In addition to his practice as a mediator, arbirator, facilitator, and trainer, Scott has a strong commitment to volunteer public service.
