In 1994 the U.S. Department of Labor, Office of Federal Contract Compliance Programs hired a new compliance officer to their staff. As the calm, cool, and collected Native American walked through the door, surely she was not expecting to begin working with the person who would turn out to be her business partner ten years later. On that day in 1994, Amy Mullican entered the government workforce to join Jeanne Carmichael in the OFCCP Birmingham, AL office. Jeanne had been at the OFCCP for fourteen years when Amy came on board. Advancing though the system with high merits and continuous recognition of excellence, the senior compliance officer at the time was thrilled to have such an asset come to her team, and even more so to find out that they worked so well together. Over the next ten years, they combined Amy's attention to details and determination to get things right from the beginning and Jeanne's experience and wit to make a highly effective and respected duo. They advanced their knowledge of the Code of Federal Regulations, covering hundreds of compliance evaluations both in the Service and Supply field and the construction industry. Together they investigated many complaints; spoke at seminars to take a proactive stance for the contractor community; and ultimately established a wealth of knowledge on the federal regulations, procedures and standards. Today, the proactive positioning is still alive! In October 2004, Amy Mullican resigned from the OFCCP and joined Chez Dyas in starting DYAS Human Resource Development. Eight months later, in May 2005, Jeanne Carmichael, Assistant District Director for the Birmingham Office of OFCCP took advantage of an early out retirement and the team was reunited. Together Amy, Jeanne and Chez began work as partners and formed Dyas Human Resource Development, a consulting firm and administrative outsourcing service to assist federal and federally assisted contractor and subcontractors in meeting the obligations required by the federal regulations. In February 2006, Brian Carmichael was added to the team bringing further Information Technology and operations management skills to the group. With the mission of providing the highest standard of services and products related to Affirmative Action Programs and Equal Employment Opportunity, today, this team is now truly the proactive, practical, cost effective, strategy-oriented union for the contractor community.
