ECM Group Inc. (a 100% Hispanic owned California Corporation) was incorporated in 2001, originally established in 1991 as HC and Associates. ECM is a full service consulting firm providing professional engineering and construction management services. We are currently acting as both prime and sub-consultant to numerous California-based municipalities, K-12 educational facilities and community colleges.

Mr. Hector A. Castillo is the President of ECM Group, Inc., a project management and engineering firm providing comprehensive services to municipalities and other organizations in the public and private sectors. With more than 30 years experience in project management and infrastructure development, he has developed considerable knowledge and skills in all phases of project management and finance of public and private sector projects. Through our bilingual and multi-cultural staff, we provide community outreach by working through many institutions such as the Latino Engineers, Architects and Developers Society (LEADS). ECM sponsors networking events and educational workshops. We also provide internship opportunities and contribute to scholarship programs awarded to college bound high school students pursuing careers in engineering and construction management.
