Description

For more than 40 years, Economics and Technology, Inc. has been primarily and continuously engaged in the telecommunications industry. ETI is a leading firm providing consulting services in the regulatory and policy, litigation, taxation, and procurement and negotiation arenas. ETI provides consulting services to a wide range of clients, including telecommunications companies, attorneys and their clients, consumer advocates, state and local governments, regulatory agencies, and large corporate buyers of telecom services.

Access charges were introduced during a period when local telephone companies' rates were set under a regulatory system known as "rate of return regulation" ("RORR"). Under RORR, a phone company's overall rate level was established on the basis of a "revenue requirement" determined by adding up the company's operating expenses, depreciation and amortization of its plant investments used and useful in the provision of its regulated telephone services, plus a "competitive" rate of return on the average net book value of its capital investments.

Founded in 1972, Economics and Technology, Inc. is a leading research and consulting firm specializing in telecommunications regulation and policy, litigation support, taxation, service procurement, and negotiation. ETI serves a wide range of telecom industry stakeholders in the US and abroad, including telecommunications carriers, attorneys and their clients, consumer advocates, state and local governments, regulatory agencies, and large corporate, institutional and government purchasers of telecom services.

One of the worst fears of broadband providers, wireless and wireline alike, is that they might become sellers of a commodity product, with prices being driven down towards costs, and the profits associated with the services that run over those connections being left to device makers, application developers, and other innovators. As noted above, AT&T is working frantically to develop service offerings that capture more than commodity returns.
