Description
Encapco began in 1994 as a division of the DeSilva Gates Construction Company, a San Francisco Bay Area general contractor. Dedicated to recycling rather than stabilization and disposal, Encapco sought methods to convert a contaminated soil liability into a useful asset. That philosophical approach led to the issuance of a U.S. Patent on the Encapco process using emulsions to chemically immobilize heavy metals which are then reusable as structural fill materials. Project experience includes a Caltrans Highway/Park and Ride Lot Project and Fort Hunter Liggett Stabilization/Paving Project. We also successfully completed treatability studies on SAFR soils, including Fort Benjamin Harrison, MGA/GCC 29 Palms, Alameda Naval Air Station and Yuma Proving Grounds. Encapco Technologies LLC was formed in 2000 as a licensing organization to both secure remediation contracts and to bring the Encapco technology to the environmental contracting community. The original principals of Encapco were James Levine, Bill Jones and John Salmon. Bill Jones has since retired. Operating relationships exist with DeSilva Gates, Doyle Ellis and Vinzoyl Technical Services Company. Encapco Technologies LLC is currently conducting demonstrations of its process at facilities controlled by the United States Navy, United States Army, United States Air Force and the United States Department of Energy under the Naval Facilities Engineering Service Center (NFESC) Broad Agency Announcement Program procured by the Naval Facilities Engineering Command Contracts Office (NAVFACCO) under its Environmental Security Technology Certification Program.
