Gary C. Engelhardt has over twenty-five years of planning, zoning, and land development experience in Florida. His fifteen years of local government experience in Hillsborough County, Florida and two years of experience as director of planning for one of the largest engineering, architectural, planning and environmental consulting firms in the southeastern United States enables Mr. Engelhardt to offer high quality planning services on a wide range of land development matters. He has broad, in-depth knowledge of local and state government regulations and policies related to land development, growth management, zoning, concurrency and comprehensive planning. Mr. Engelhardt has testified as an expert witness on land planning issues at the Circuit Court and Federal Court levels in Florida. Ethel D. Hammer has over twenty-four years experience in the field of planning and public administration. Her experience as the Director of Planning for a pre-eminent land use law firm provides a practical as well as legal perspective to land use planning at Engelhardt, Hammer & Associates, Incorporated Ms. Hammer was the Principal Planner in charge of short-range planning for Hillsborough County and was responsible for a staff of nine County employees. She also was the Chief Environmental Planner for Hillsborough County while employed at the Hillsborough County Planning Commission. Ms. Hammer has testified as an expert witness on land planning issues at the Circuit Court level in Florida. Ms. Hammer has superior writing and presentation skills and has made numerous public presentations before local and state government officials.
