Charles E. Wagner, P.E. Since 1994, Mr. Wagner has provided contract development and advisory services to corporate clients such as Fletcher Challenge, Pennsylvania Power and Light, Westinghouse, Mount Isa Mines, Newmont Gold Company and others. In the first year of operations, Mr. Wagner created the power strategy and negotiated the first power contract for an industrial wholesale buyer in Argentina under the newly deregulated market. Starting and operating Enventure Incorporated as General Manager, is Mr. Wagner's fourth start-up environment and the second as a top-level manager. In the three years prior to Enventure, he was responsible for the start up of Fletcher Challenge Power Generation's North American operation, which he led as the senior executive in N. America. In this role he recruited all staff, developed strategy, created the organization, developed opportunities, and advised New Zealand headquarters staff on other world-wide power developments. While living and operating the business from Vancouver, BC, Canada, Mr. Wagner undertook international efforts in Australia, New Zealand, and UK. Mr. Wagner was a key employee of Mission Energy Company in its years of high growth and start-up from 1987-1992. As one of the early two developers, starting when Mission was less than one year old, Mr. Wagner played key roles in development of some of Mission's first projects outside of California, including Nevada, and the first large cogeneration project developed in the Pacific NW, the 120 MW March Point project at Anacortes, WA. He also was one of four employees from Mission's Irvine office who started the East Coast branch office in Fairfax VA, leading the development teams as the regional development manager for nearly 3 years. In addition to marketing to many US utilities in the east, Mr. Wagner developed and won 3 of 5 RFP solicitations in a joint venture with Fluor Daniel, and negotiated two large power contracts with Jersey Central Power and Light for Mission's first large coal project. Mr. Wagner has one year Engineering Management experience with a design-build contractor specializing in Energy Conservation and Demand Side Management retrofits, as well as micro cogen applications. He has 5 years design and project engineering experience in a large utility environment at Portland General Electric, and 5 years operations and maintenance management experience with the US Navy as an active duty submarine officer. Significant contributions in these assignments include launch and start-up of the first new construction submarine tender in 10 years for the Navy, assisting in the securing of $50 Million in tax exempt pollution control bonds for PGE, and the turnaround of conservation projects which were over budget and behind schedule. Mr. Wagner's experience and forte have been transition projects and business requiring strategic insight, determination and entrepreneurial skill to launch or to salvage. Start ups and turn-around situations have repeatedly been part of Mr. Wagner's experience. B. ALAN DAVIS Mr. Davis has been a pathfinder in the transition, deregulation, and restructuring of the energy sector for more than 20 years.
