Evergreen Retirement Community was founded in 1965 by Howard and Ruth Rowland whose alliance with the Wisconsin Conference of the United Methodist Church helped incorporate Evergreen Manor as a health and welfare ministry of the Wisconsin Conference of the United Methodist Church. Open to people of any heritage or faith, Evergreen Manor was dedicated in November 1967. Evergreen Manor opened with ninety-two apartments and nursing care accommodations for fifty residents, and several Evergreen Homes were built two years later. In 1970, the Wisconsin P.E.O. Sisterhood Chapter House Fund Board (now H.E.L.P. Fund) affiliated with Evergreen Manor by contributing funds that helped build several independent homes. In addition, Evergreen was designated as the official P.E.O. retirement home. In 1974, twenty assisted living apartments and fifty-six additional nursing care accommodations were added. During this same year, the Ladies Benevolent Society: Advocates for Older Adults affiliated with Evergreen. In 1983, Evergreen Village was incorporated as the only cooperative retirement residence in the area, and the first eight-home Village building was completed in 1985. To recognize the continuum of living options, the Evergreen Manor name was changed in 1989 to Evergreen Retirement Community.
