The Institute also publishes opportunity reports that provide a vital source of information for state and local officials who want to know how their workforce and public assistance programs compare to those in other areas and what they can do to improve. The Institute was founded in 1994 and is based in Southern Oregon.

Its mission is Full Employment – universal access to jobs with career potential for all who can work, so they can avoid the many poverties of unemployment.

Sandie Hoback has over 20 years experience in improving the delivery of workforce development and human services programs. As Welfare Director for the state of Oregon, she led one of the most successful welfare reform efforts in the nation, using performance measures and interagency cooperation to shift focus from process to client outcomes. Recently Hoback has assisted numerous states and cities in improving and integrating their delivery of workforce development and human services programs.
