Dependency and vulnerability are now viewed as a weakness, even as the public services and public servants that might alleviate people’s distress are defined as gratuitous costs by the neoliberal state. American democracy is losing ground against an onslaught of neoliberal forces in every realm, not only in the realm of politics.
