IAPMO began in 1926 as the Plumbing Inspectors Association of Los Angeles. Forty-two plumbing inspectors, "banded together to bring about an improvement in the application of commonsense codification and application of ordinances based on scientific knowledge".The next two years proved rough going for the fledging organization. "The Association did, however, receive municipal recognition of several facts of importance. These are: that plumbing and mechanical engineering are highly specialized fields in their own right; plumbing and mechanical inspectors must have an expert knowledge of the factors involved in safe plumbing and mechanical systems in order to be effective; and, that all practical plumbing and mechanical systems should conform to certain fundamental principles if the public's safety is to be guarded to the same degree that the individual's convenience is to be served."In 1928, additional cities joined the Association and it became known as the Plumbing Inspectors Association of Southern California. Less than fifteen months later, because of statewide interest, it became the California Plumbing Inspectors Association.
