Comprehensive Construction Management (Pre-Construction Services) 1. Advise Owner and Make Recommendations The Construction Manager will be present at regular meetings with the Architect and Engineer during the development and preliminary design phase to advise on the selection of materials, building systems, and equipment. The Construction Manager will also provide recommendations on availability of materials, labor, time requirements, and cost of alternate design materials. 2. Project Scheduling The Construction Manager will develop a project schedule for coordination on the overall project. This schedule will be used to resolve scheduling conflicts, identify critical dates, and establish major construction milestones. 3. Coordination of Contract Documents In cooperation with the Architect/Engineer, the Construction Manager will establish and implement procedures to be followed for expediting and processing all shop drawings, samples, catalogs, and other project documents. 4. Project Budget The Construction Manager will prepare a project budget as soon as major project requirements have been identified. The project budget will be revised into a final cost estimate when plans and specifications are complete. 5. Review Drawings and Specifications with Architect/Engineer The Construction Manager will review drawings and specifications with the Architect/Engineer regarding the items of work in the plans and specifications to facilitate the trade contractors’ bidding. This review will also attempt to eliminate any overlap or conflicts within the drawings to avoid onsite construction delays. 6. Trade Contractor Solicitation The Construction Manager will develop trade contractors’ interest in the project with an emphasis on participation by local companies. After determining the adequacy of the trade contractor’s personnel, equipment, and availability, qualified contractors will be allowed to bid on each trade contractor package. 7. Bid Review The Construction Manager will assist the Owner and Architect/Engineer in taking competitive bids on each trade contractor package by various trade contractors. After reviewing the bids, recommendations will be made to the Owner for each contract that should be awarded. 8. Construction Planning The Construction Manager will make recommendations to the Owner and Architect/Engineer regarding the division of work in the drawings and specifications to facilitate the bidding and awarding of trade contracts. This planning will also allow phased construction to take place among the trade contractors by considering such factors as time of performance, availability of labor, overlapping trade jurisdiction, and provisions for temporary facilities. Material Procurement The Construction Manger will identify and provide recommendations for the delivery of products requiring long lead-time procurement. The delivery of these items will meet and maintain the project schedule. 2. Develop Change Order System The Construction Manager will develop or implement a system for preparation, reviewing, and processing of change orders as required.
