Spencer Hathaway provides strategic consulting, policy development, and coalition-building services. His thirty years of professional experience in government affairs include six years as Manager of National Legislative Affairs for Syntex Laboratories, preceded by his position as State Government Affairs Regional Director for the Pharmaceutical Manufacturers Association and as Manager of State Government Relations for Amfac, Inc., a diversified corporation with operations in 38 states. He has worked in all 50 states developing policy and creating coalitions among consumer groups, national associations and businesses. Mr. Hathaway serves as the Vice Chairman of the National Black Caucus of State Legislators (NBCSL) Corporate Round Table. In the past, he has received the Corporate Achievement Award from the NBCSL Corporate Round Table. He served on the Board of Directors of the non-profit Center for Policy Alternatives, and the State Government Affairs Council. In addition, Mr. Hathaway received the Thomas Jefferson Award for Outstanding Private Sector Member from the American Legislative Exchange Council Health Task Force.

David Kosar David A. Kosar has a combination of nearly 30 years of experience in state legislative/regulatory lobbying and advocacy, association management, strategic and tactical planning, and communications in the business and nonprofit sectors. Mr. Kosar worked as Director, State Legislative Affairs for the Healthcare Distribution Management Association and its full-service drug distributor members successfully on numerous legislative and regulatory issues having both an individual state and national impact. Issues included the development and implementation of a 50-state licensing and regulatory program for drug distributors, the development of compliance materials used by HDMA’s corporate members to establish their internal compliance programs, and the recent development of new industry standards. He served as an active liaison to the Health Committee of the National Conference of State Legislatures (NCSL) and as the Private Sector Chair of NCSL’s Assembly on Federal Issues; a member of the Council of State Governments Health Policy Trends Subcommittee, and chaired various committees of the State Government Affairs Council.
