". Our roads are America’s arteries. They carry our commerce, take us to work each day, transport us back to places in our memories and forward into the future. These thoroughfares, more than 90% of which are paved with asphalt, make up a 2.3 million-mile network linking 290 million people who always seem to be on the move.Unfortunately, roads – like our sewers, water mains and so much of the country’s infrastructure – are falling apart. Years of inadequate maintenance have left these crucial conduits of our economy – the thoroughfares of our daily lives – crumbling.The situation is so serious that the government realized it had to stop diverting highway funds for other uses and start reinvesting in our roads. On August 10, 2005 President Bush signed the federal surface transportation program reauthorization bill, SAFETEA-LU, into law. Congress offered overwhelming support for the measure as evidenced by affirmative votes of 412 to 8 in the House of Representatives and 91 to 4 in the Senate. SAFETEA-LU provides $286.5 billion in guaranteed federal highway and transit investment over period FY2004 — FY2009. This is a 31% increase over the prior six-year bill covering FY1998-2003.
