Howell Linkous & Nettles, LLC is focused on municipal bonds, local government law, economic development incentives, and real estate development and affordable housing finance. We have no desire to be “all things to all people” because our experience and interests all relate to governmental function and finance. Charleston native, Sam Howell, has practiced law for over 30 years. He concentrates his practice in the related areas of Public Finance, State and Local Government Law, and Economic Development Incentives. During his career, Mr Howell has served as general counsel to several governmental bodies and commissions including service as the Charleston County Attorney from 1997 to 2001.

The LIHTC Program is a federal tax credit program that is administered at the discretion of the state housing finance agency under its Qualified Allocation Plan (“QAP”). The program creates an incentive for private developers to participate in affordable rental housing by awarding dollar-for-dollar tax credits to qualified projects. These tax credits are sold by developers to investors, generating equity for their developments.
