Dona K. Norris Treasurer, Hulse Associates Inc. President, QM Services, Inc. Director, Operations As Director of Operations, Dona balances the demands of administering our clients organization's needs with the needs of a small business. More specifically, she designs the web and software applications used to manage our client organization's information, privacy and accounting . Dona manages the technology used by staff and works to develop new ways to provide faster, more efficient communication and response avenues. Dona began working with QM Services in 2004 as an accountant.

In placing insurance on behalf of its customer organizations, Hulse/QM® seeks to make insurance empowering of new and innovative programs offered by human service organizations rather than a hindrance to the organization's own vision and mission.

Any consideration of risky programs and services begins always with a critical question: Will the program or service enhance the quality of life for persons with disabilities? If it does, then the program or service must find a way to be provided. Managing the risks of providing such products or services is a critical part of the process. Hulse/QM® is dedicated and passionate about finding ways to meet such needs and providing insurance for them.

Dave is our primary resource for Universities and Colleges when reviewing the details of their health insurance policy, reviewing insurance coverages and designing a new student health insurance plan. He takes the lead for all competitive requests for proposals. Dave began working with QM Services in 2008 and brings over seventeen years of customer service experience to his position. His customer service skills make him a natural in dealing with parents and students in his Healthcare Advocacy role. Additionally, Dave is also lead staff on our International Military Dependent project.
