The Lockport, NY police department wanted to properly monitor chemical emissions from the VanDeMark chemical plant, a French-owned company. VanDeMark, one of three Lockport-based chemical plants, manufactures phosgene gas, a relatively uncomplicated but extremely dangerous product. Founded in 1932, VanDeMark is now the only merchant supplier of phosgene gas in the entire United States.
