Bilbrey Insurance Services, Inc.was incorporated on October 1, 1987. Its president, Ken Bilbrey, formed the company primarily to provide marketing, member services and first line underwriting to the Iowa Communities Assurance Pool, a group self-insurance program for Iowa municipalities. These services are provided to ICAP via a 1986 contract with American Risk Pooling Consultants, Inc., Southfield, MI, the administrator of ICAP and several other municipal pools in the midwest. BISI operates in certain cases as an independent agency and entertains property and casualty risks on an individual basis. BISI has the unique opportunity to interact with the local agent, who places and services the ICAP coverage, and with the covered public entity directly. Professional service in all aspects of this company's interaction is paramount to the continued success of BISI and ICAP.
