Ms. Palmer is a Senior Project Manager and a Registered Professional Engineer (Kentucky No. 15269) with over 30 years of experience in providing engineering consulting services on a wide variety of projects. Her experience includes projects involving transportation (rail, transit, highways, ports, airports, bridges, and parking and intermodal facilities), infrastructure, environmental, tunnels, dams, water resources, safety and security, and facilities.

Mr. Cañas is a Microsoft Certified Systems Engineer, certified in GIS (Geographical Information Systems) with an emphasis in GIS deployment in Rail Engineering environments. He has over 24 years of experience in railroad track systems design, maintenance and construction management, including 5 years with the Southern Pacific Transportation Company where he acquired knowledge in railroad signal systems and railroad dispatching systems installation, maintenance and Federal and State regulatory compliance. Mr.

Mr. Patel is a professional civil engineer with over 32 years of experience in structural engineering, including more than 30 years in bridge design, project management and construction supervision. He is of Indian descent and was born and raised in Uganda. In India, he obtained a Bachelor of Science degree in Civil Engineering with emphasis in structures and a postgraduate Diploma from England. In his professional career, he has designed and managed numerous highway and railroad bridge projects. Having worked in England, Saudi Arabia and Singapore on projects overseas, Mr.

In addition, he has developed a program of standardizing permit applications and documentation specific to railroad related activities and developed an industry unique Memorandum of Understanding between the U.S.
