Justice Systems Press was started in 1986 with a simple goal of developing and publishing law enforcement publications that meet the needs of the beat officer. Pocket-size criminal and traffic code books have been developed for various states and federal agencies. These books are created to provide quick access to information with an extensive and comprehensive index. Our staff have also developed books on police supervision and police management.

Police and sheriffs departments struggle with the overwhelming deluge of written documents. Memoranda, letters, surveys, studies, financial records, personnel files, supply and inventory information, training files, and other important administrative papers account for a significant amount of filing space and work time dedicated to maintaining records. Filing and recovering this information is not only a necessity of managing a law enforcement agency, but a legal responsibility. Twenty-five years of research conducted by the authors reveals that most law enforcement departments do not have organized, systematic, reliable administrative filing systems. Most agencies use filing methods and concepts inconsistent with modern management practices. Through research a proven and tested file system has been developed to meet the needs of all agencies – small, medium and large. Managers are aware of the need to change and improve records management systems, however, seldom know when the time has come.
