KSPH was founded in October 2000 by Jim Slabaugh, Jeff Penny, and Sabrina Holme. In 1990, Jim Slabaugh and Jeff Penny were founders of Slabaugh, Morgan, White & Associates, an employee benefits consulting firm. Sabrina Holme was a Partner in the CPA firm of Keiter, Stephens, Hurst, Gary & Shreaves. KSPH is about people - both our own and the clients we serve. Our employees are experienced benefit professionals, specializing in benefit design and administration, underwriting, communications and human resources. We are dedicated to providing high quality consulting advice to our clients so they can attract and retain quality employees. Whether our clients need assistance in developing a single benefit design or the coordinated management of several programs and services, we’ll bring an “outside the box” approach to help accomplish these goals. Jeffrey V. Penny is a co-founder of KSPH, and has 25 years of experience working as an employee benefit consultant. He spent 9 years with Slabaugh, Morgan, White & Associates as a Principal working with employers in designing and funding health and welfare benefit programs. He has experience with both government and private employers, ranging in size from 50 to 5,000 employees. Jeff graduated from Virginia Commonwealth University with a BS in Community and Public Affairs. - Sabrina L. Holme, CPA is a co-founder of KSPH and has 25 years working as a tax and employee benefits consultant. Prior to the formation of KSPH, Sabrina was principal in charge of Retirement Plan Services with Keiter, Stephens, Hurst, Gary & Shreaves, CPAs. Sabrina’s experience includes designing, consulting, implementing, and administering qualified defined contribution plans for closely held small to medium size businesses. Sabrina graduated from the University of Southwestern Louisiana with a BS in accounting and obtained her Master of Taxation degree from Virginia Commonwealth University. Sabrina is a member of the American Institute of CPAs, Virginia Society of CPAs, American Society of Pension Actuaries, National Institute of Pension Administrators, Past President of the Central Virginia Employee Benefit Council and Past Chair of the VA Society of CPA's Employee Benefit Plan Committee. Sabrina is a founding member of Impact 100 Richmond, a non-profit organization whose mission is to advance charitable giving in the region by uniting women's ideas and actions through philanthropy. Sabrina has been listed in the Virginia Business Magazine as one of the Top 100 CPAs in the State of Virginia every year since 2002. - Thomas J. Mackay has over 24 years of experience working with private, governmental, and non-profit employers in the design and management of their employee benefit programs. Prior to joining KSPH, Tom was a principal in the health and welfare area of Palmer & Cay helping employers create cost effective employee benefit programs. Tom’s experience includes the development and management of healthcare purchasing consortiums throughout the state of Virginia. Tom has also worked extensively in the implementation of consumer driven health plans, developing pricing methodologies as well as communication strategies.
