About Kelley Engineering Kelley Engineering Company (Kelley) evolved out of a need for environmental services for the independent oil and gas producers and developers. Roger Kelley had worked in this capacity for two major oil companies, but had also worked with independents in the regulatory arena. He discovered that the needs of the independent were not that far apart from the majors and that what was good for the independent producers would usually be good for the larger operators. Since the independents usually did not have staff or the resources to manage their environmental burden, Roger decide to form Kelley Engineering Company to fill this niche in the regulatory market.
