Description
Kestrel serves as Owner’s Representative or Agent in most construction and remediation projects. Often, that role includes construction quality assurance testing, observation, and documentation. We provide procurement assistance ranging from prequalification and competitive bidding of construction contractors and suppliers to negotiated procurement involving specialized suppliers and contractors and design-build contractors. Kestrel provides contract preparation support – often in coordination with in-house and retained legal counsel.
Kestrel investigates, assesses, and models remedial options and potential outcomes. Kestrel is experienced in all aspects of the CERCLA process including Removal Actions, Remedial Investigation/Feasibility Studies (RI/FS), Remedial Design and Remedial Action (RD/RA). Kestrel has also evaluated scoring of sites by the US EPA for the National Priorities List (NPL) using the Hazard Ranking Score (HRS), Records of Decisions (RODs), five year reviews and ongoing operation and maintenance (O&M).
When approaching compliance support issues, Kestrel focuses on planning, flexibility, economics and systems. Kestrel is experienced in permitting and compliance measures pertaining to the Clean Water Act (CWA), the Clean Air Act (CAA) and RCRA Part B permits. We are able to provide interpretation of regulations and integrate the regulations into the plan for the site, not only to provide cost-effective alternative approaches, but also to help mitigate enforcement effects.
Kestrel staff includes civil, environmental, mechanical, and chemical engineers. We partner with selected firms on structural, electrical, instrumentation, and specialty engineering. We develop engineering concepts and detailed design for remediation of soils, sediments, and groundwater. We also engineer air emissions control, wastewater treatment, hazardous waste treatment, and beneficial use systems.
Kestrel is frequently selected for assistance with enforcement defense services due to our understanding and knowledge of the regulations. This knowledge is attributable to experience that dates back to the beginnings, and in some cases hand in development of the regulations. Kestrel’s principals have provided expert support for companies facing civil and criminal enforcement actions for more than 20 years. One particular area of expertise involves RCRA recycling matters.
