Keystone employs five generally certified appraisers, who are all experienced with the pre- appraisal functions applicable to state and federally funded projects. We are fully capable of providing comparable data research, preparing quality appraisal problem analyses (APA), and evaluating claims considered as candidates for appraisal waiver options (AWO). Our appraisers have extensive experience in preparing and reviewing residential, commercial, agricultural and industrial appraisals.

Margaret “Maggie” Qualters, MAI has been with Keystone Acquisition Services, Corp. as Chief Appraiser since 2004. She has extensive experience in the right- of- way acquisition process, having prepared Appraisal Problem Analyses, Appraisal Waiver Options and contracting appraisals for PennDOT, PA Turnpike Commission and numerous Local Public Agencies. Jay Broadbent has been involved in the right- of- way acquisition field since 1992, when he began as an assistant to his father, James S. Broadbent, while developing a right- of- way manual for the Port Authority of Allegheny County. During the time associated with the preparation of the manual, Mr. Broadbent’s interest in the right- of- way acquisition process peaked and he decided to pursue it as a career. Between 1993 and 2001, he worked for three right- of- way acquisition consulting firms as a negotiator and relocation advisor across Pennsylvania.
