Every state faces the daunting task of ensuring their local education agencies (LEAs) are in compliance with state and federal regulations for their special education students under the Individuals with Disabilities Education Act (IDEA). To simplify this typically slow, cumbersome paper process, Leader Services developed Advanced Compliance Monitoring, a statewide web-based application specifically for state departments of education (SEAs) to easily institute a continuous and focused monitoring process. Using this data collection and analysis application to monitor compliance makes the process much more timely, efficient, and cost-effective in the following ways: The Process Using this application, LEAs analyze their own monitoring results to perform self-assessments, with results available for immediate review by the SEA. After onsite monitoring, the SEA reviews consolidated monitoring results securely on the web and generates corrective action plans. These corrective action plans are immediately available to LEAs, and e-mail notifications are sent to appropriate staff based on key events in the process. As follow-up monitorings are completed and LEAs are brought into compliance, outstanding items are closed on the administrative side of the web site. When an LEA has corrected all deficiencies, SEA staff can generate the necessary paperwork to complete the process. Advanced Compliance Monitoring was developed to be easily modifiable for each state’s specific requirements.
