Strategic, Business and Action Planning: To operate as a successful performance-based organization, it is necessary first to establish specific, measurable outcomes as objectives and then to establish management, operational, technological, political, and communications strategies to achieve those objectives. As new requirements (e.g., security) strain already limited budgets, government agencies are searching for new approaches to develop more comprehensive strategies for success. MJF Strategies provides advice and techniques for establishing high level and long-term strategies, and associated systems and processes to ensure agencies prevail in their changing and expanding missions. These techniques include establishment of performance goals and metrics, as well as means of measuring and improving performance and managing through top-down strategies and relentless teamwork and commitment to outcomes. 2. Systems Alignment: Once a set of customer-related outcomes and supporting strategies is developed, the operational and administrative systems (or processes) necessary to support those strategies must be established. MJF Strategies provides methods of aligning systems with strategies throughout the organization. Organizational culture is embedded much more in existing systems and processes than in organizational structure. Recognizing that, operational and administrative systems are more important than organizational structure in facilitating desired outcomes. An obvious example of the need for a system to be aligned with strategy is the need in any PBO for a cost-accounting system. In addition to understanding the “costs of doing business ” a good cost-accounting system enables a Return On Investment (ROI) or Business Case determination for each capital investment, e.g. in supporting technology. The development of a repeatable business case approach is another example of a needed aligned system.
