P & E Engineering Co. is a full service engineering consulting firm that specializes in the needs of the electric utility industry. This includes commercial, industrial, and utility power systems. We provide analysis and design services for a wide range of clients ranging from small municipal utilities and electric cooperatives to large investor owned utilities.

P&E has extensive experience in the design and analysis of utility, commercial and industrial distribution systems, including overhead, underground, and networked systems. We work with our clients on all aspects of the system design as well as construction, purchasing, standards and specifications. We also have extensive experience in the analysis of existing systems, expansion planning, data acquisition, harmonics, and arc flash studies.

Richard D. Kline, P.E. Rich is an electrical engineer with 34 years of utility and consulting engineering experience. He holds BSEE and MEEE degrees from Iowa State University with emphasis in power and control systems. Rich’s background includes distribution engineering, distribution planning, distribution operations, substation design, relay and control system design, and substation operations experience. He has experience with commissioning of substation and generation facilities. Rich has significant experience in distribution protection and coordination.

P&E has experience with a very broad range of system protection equipment and configurations both new and old. We can help you upgrade your existing electro-mechanical protection to microprocessor systems. Our new design work for transmission, generation, and distribution has spanned all range of voltages up through 500 kV. Our protection system department also has years of experience interfacing protection schemes with some of the largest utilities and transmission system owners in the country.

P&E's substation integration engineers bring a unique blend of both information technology and power system expertise to ensure your substation projects come together properly. We interface with testing contractors and IT departments to make sure that you get the data you need from your equipment and get it back to the people who need it and in the format your company uses. We have extensive experience interfacing with relays, meters, annunciators, generator controls, capacitor controls, harmonic filters, temperature probes, special protection schemes, PLCs, HMI, and existing SCADA systems.
