As a subconsultant to URS Corporation, PEI is providing Business Outreach consulting services for LACCD’s $2.1 Billion Proposition A/AA Construction, Repair, and Modernization Program.

State of California Riverside School for the Deaf Labor Compliance Program, June 2006 to June 2007, July 2007 to present, Riverside, CA. In January 2006, PEI was selected by the State of California’s Department of General Services to provide LCP services for the Fire Water and Chilled Water Lines construction project at the California School for the Deaf in Riverside. The prime contractor on this project did not complete the construction work, and in May 2007, PEI provided the State with an LCP close-out report for services performed.

In July of 1999, PEI was selected by the SBA as a Certification Consultant to assist in the certification required for firms requesting federal status as SDBs. PEI screened and analyzed SDB applications regarding ownership and control and forwarded the applications to the SBA for final determination. The SDB Program is a tool designed to assist the government in finding firms capable of providing needed services, while helping to address the traditional exclusion of minority-owned firms from contracting opportunities.

As part of the consultant team hired by the LAUSD to provide Program Management services, PEI was responsible for developing and implementing a viable Community Outreach Plan, to provide local & DVBE businesses and local residents with the maximum opportunity to receive jobs and contracts to stimulate the local economy.

Includes assistance to companies seeking Section 3 certification; assessment of applicant's ownership/control and employee base; determination of certification eligibility; review and evaluation of required Section 3 forms; monitoring of prime and subcontracting activity to ensure compliance with agency requirements, including site interviews/field observations and payroll reviews; assistance with pre-apprenticeship construction training programs; job placement assistance; and preparation/submittal of required HUD reports.
