Harper, Portfolio is minority-owned and -operated. We define and solve client problems in public involvement, citizen participation, marketing, communications, strategic planning, community development, research and evaluation. Portfolio has extensive experience in working with populations to accept and participate in programs and projects administered by large public and private entities.
