Description

Quadel is an expert and innovator in providing cost-effective services to owner, agents, and program administrators of HUD-assisted multifamily housing.

The tax credit program was established in 1986. It is designed to promote construction and rehabilitation of affordable housing by providing tax incentives for owners to maximize occupancy in their buildings by low-income tenants. Unlike most other federal housing programs, the tax credit program is not implemented by HUD but by the IRS through state housing finance agencies. In this program, the federal government does not provide financing for the property or pay rent on behalf of families.

Quadel has provided consulting services to Public Housing Agences (PHAs) administering vouchers since the inception of the voucher program in 1974. Our team has a strong track record of working with agencies to reengineer their programs and maximize the use of scarce funding while maintaining or improving performance. Quadel is often asked to develop or update voucher program documents, such as administrative plans, policies, procedures, job descriptions and forms.
