The Wall Street Journal 1995 . “Tiny Decatur thinks big with civic center plans,” the headline read. General contractor on the Decatur Civic Center project was RBR Construction of Weatherford. Richard Ringo is president of the company, founded in 1978. RBR’s commitment to quality has resulted in praise from clients and the presentation of the Marvin Black Award for a “commitment to excellence” from the Texas Department of Transportation.

The architectural work was performed by David Chase of Architexas, who specializes in Texas courthouse historical restorations. RBR Construction served as General Contractor for the restoration which was completed in September 2009. RBR has extensive experience in historical restorations of courthouses and other structures.
