SOASTC has a thirty year history of quality, accountability, innovation, and engagement with families and community partners. The organization was founded initially in 1977 by a citizen's action committee that worked five years to develop a community-based, mental health residential treatment facility. It has since worked closely with professionals, families, and citizens to design and develop research based innovative approaches to help children with mental health and emotional and behavioral disorders and their families overcome their challenges. SOASTC initially served boys in a ten bed facility south of Grants Pass. In 1984 it moved into a specially designed facility in the Merlin area north of Grants Pass. Now called the Merlin Campus, this program currently houses up to twelve males, ages typically ranging between 9 and 18. In 1997 SOASTC opened a second psychiatric facility within the Grants Pass city limits. Initially designed as a specialized assessment and evaluation program, this site now houses predominately girls age 7 through 17 as well as younger boys. This site is now called the Ramsey Campus. In 2000 SOASTC initiated its Community Alternatives Program. Funded as a demonstration project with oversight from the agency's Community Advisory Committee, this program implemented treatment foster care, community care management and wraparound as alternative services to residential. This highly successful demonstration resulted in sustainable implementation of treatment foster care and intensive in-home and community services, that are now delivered as part of the agencies Community Services Programs. As SOASTC continued to develop an array of services, it was invited to begin work in the Three Rivers School District. This eventually led to the agency being invited by the Northwest Health Foundation to develop innovative school based services for rural communities. The School Community Project (SCP) was initiated in 2005 and has completed a three year demonstration with outstanding results. A local funding partnership of foundations, corporations, and schools has come together to create the resources for an additional three year expansion and roll out of the project in Josephine and Jackson Counties. This capacity was also key in the development, beginning in 2006, of SOASTC's Coastline Services. Invited by the child-serving community to enhance the children's mental health capacity along the southern Oregon coast, through grants and contacts SOASTC developed and implemented treatment foster care, intensive community services, and innovative psychiatric day treatment located in a public school setting. SOASTC was the first child serving organization in Oregon to achieve accreditation by the Joint Commission on Accreditation of Hospitals, in 1982. It has since achieved outstanding accreditation results during reviews that occur minimally every three years. This performance highlights the organizations dedication to best practices, continuous improvement, and accountability.
