Litton Loan Servicing LP's primary servicer quality rating for subprime mortgages was placed on review for a potential downgrade by Moody's Investors Service. At issue are "possible irregularities in Litton's foreclosure process which could result in delayed foreclosures and longer REO timelines, as well as reputational risk and legal challenges to previously completed foreclosures for the company." Citing similar reasoning, Moody's warned about MetLife Home Loan's servicer rating. Record Rates Likely to Escalate The latest record to be shattered was the 30-year fixed-rate mortgage, which averaged 4.19 percent in Freddie Mac's Primary Mortgage Market Survey for the week ended Thursday. It was the lowest level recorded by Freddie and the lowest level since 1948 based on a data series of FHA rates dating back to 1948. But an analysis of movement in the 10-year Treasury yield indicates that the 30-year could be as many as 19 basis points higher in next week's reports. HUD Chief: Moratorium Could Delay Recovery Obama administration officials worry that imposing a national foreclosure could delay the real estate market recovery. "In places that have been particularly hard hit ... that has the potential to hurt not only those individual home buyers but to delay the recovery of the housing market," U.S. Department of Housing and Urban Development Secretary Shaun Donovan said. Donovan and other administration officials have strongly called for fixing any improperly conducted foreclosures, noting ongoing inquiries by federal regulators and the Justice Department. Hotels, Nevada Push CMBS Defaults Higher Delinquency of at least 60 days on securitized commercial mortgages was up 14 basis points in September, Moody's Investors Service reported. Delinquency on securitized hotel loans was 14 BPS worse than August, Moody's said. Meanwhile, Nevada -- which had the highest delinquency of any state -- saw its level of late payments double since the end of last year.
