PHILOSOPHY Early in the year of 1933, a group of businessmen in a small Northeast Georgia town came together to organize what was to be Stephens Federal Bank. The charter they obtained was a Federal Charter; the ownership of the organization was the mutual form of ownership. The institution was organized as a mutual rather than stockholder owned, because these people believed that its mission should be focused on customer and community, rather than on stockholder benefit.
