to a regional multi-service agency Founded as an experiment in bringing ex-offenders back into the community, Talbert House has grown into one of the largest social service agencies in the region, serving a broad population and developing quality mental health, community corrections, substance abuse and welfare-to-work services.Talbert House was formed by a group of local citizens, who after months of study, raised $10,000, incorporated and opened the doors in August 1965 as a halfway house in the West End neighborhood of Cincinnati. Located in the former St. Edward-St. Ann’s Rectory, the program housed 16 paroled men its first year. Talbert House was unique when it opened; most halfway houses of the day were extensions of institutions rather than residential treatment programs for ex-offenders.Right from the start, Talbert House garnered support from prominent people of business, medical and educational community. The agency was named for Dr. Ernest Talbert (1879-1971), Professor Emeritus of Sociology at the University of Cincinnati, who believed in community alternatives to incarceration.
