Description
. The District was created in 1953 as a political subdivision. We operate in 5 counties. Initially, property taxes were a big source of funding for the District. Property taxes were levied until 1978. We are now self-supported by revenue from water sales. The Board of Directors has 7 members appointed by the City Councils of each of the member cities. The District has 15 employees and annual operating budget of approximately 2.5 million dollars.Our district produces more than a billion gallons of treated water a year and we are developing a third water treatment plant. In the last four years, the number of customers and the amount of water treated have more than doubled. The treatment cost is increasing due, at least in part, to new regulations. The effect of these new regulations is not fully known and it is hoped that future regional planning can identify and address these concerns.More than 400 rural systems engaged in planning for the first time. The plan approved in 2000 is already more implemented than any other previous plan affecting our area. One of the main reasons that this plan is more implemented is that local stockholders can usually identify the most viable strategies to meet their needs. This bottom to top planning is working and should be continued. Local planners should lead the way to the best solutions for their water needs. Our District is committed to supporting regional planning in the future because we have seen the value of this kind of planning.
